UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances
According to a latest survey of local authorities, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.
Growing Financial Challenges Prompt Asset Sales
A coalition of councils for second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to cover the rising costs of adult and children’s social care.
Local governments have in the past faced criticism for disposing of public land and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.
The group noted that a high proportion of authorities attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to weather growing financial challenges.”
Detailed Cases of Proposed Disposals
Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to raise £20m over the next half-decade.
- A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.
Council Tax Increases and Broader Fiscal Pressures
This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will need to increase council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.
The authority said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.
“We are taking innovative approaches but some of these require time to achieve both better provisions and financial savings,” said Vince Maple.
He continued: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”
Countrywide Trends and Forecasts
A survey of county councils this week further found local finances being stretched by the increasing figures of young people and adults needing Send support.
A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.
Ministers have put off planned reforms to the Send system until the coming year after a policy document setting out those changes was recently delayed.
Deprivation and Financial Shortfalls
According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.
- “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the report.
“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties confronting local leaders across key cities in the next twelve months,” the report added.
“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.
“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”
One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
